Norien Kuiper


Norien Kuiper received her Master of Science in Agriculture at Wageningen University and her Master of Science in Technology, Policy and Management at Delft University of Technology. She has over 30 years of work experience in Information and Communication Technology. She worked at Logica, IBM and Cap Gemini in functions such as analist programmer, project manager and consultant. At the Tax Administration she worked as an IT architect and as manager of a Quality Team. Currently she is working as an IT architect at the Dutch Tax and Customs Administration’s Center for Infrastructure and Exploitation, Apeldoorn, on new infrastructure. She is also working on a PhD on the topic of Valuation of IT at Delft University of Technology. Recent activities for the European Union included research for improving cooperation in IT between the Member States as part of obtaining a Master degree at Delft Technical University. She was invited to cooperate in evaluation research of the electronic Customs 2007 programme for the European Commission by The European Evaluation Consortium, TEEC. Earlier on she worked on Public Key Infrastructure, transforming EU documents on the digital signature into technical solutions for the Netherlands. These activities resulted in various publications and reports. She is now involved in the EU project Cloud for Europe, C4E, a project to procure new cloud services for the public sector via Pre Commercial Procurement.
